PUBLIC HEARING NOTICE

A public hearing will be held by the Chatham County Board of Commissioners on Monday, February 19, 2018, beginning at 6:00 p.m. The hearing will be held in the courtroom of the Historic Courthouse inPittsboro, North Carolina at 9 Hillsboro Street.
Additional information is available at the Chatham County Planning Department office. Speakers are requested to sign up at the meeting prior to the hearing. You may also sign up on the county website prior to the meeting at www.chathamnc.org by selecting the heading County Government, then Commissioner Meetings, then Public Input/Hearing Sign Up. The public hearing may be continued to another date at the discretion of the Board of Commissioners.
The purpose of the Legislative Public Hearing is to receive input, both written and oral, on theissues listed below:
Legislative Requests:
1. A Legislative Public Hearing request by the Chatham County Board of Commissioners to adopt revisions to the Chatham County Zoning Ordinance to reflect recent legislative changes and recommendations by Planning Staff. These revisions include: Sec. 3 and Sec 7.2, regarding the definition of “Agritourism”, “Farm”, and “Farming Activity”; Sec. 7.2, regarding definition changes to “Accessory Building”, “Land Use Plan”, “Bed and Breakfast Inn”, and “Zoning Enforcement Official”. Sec. 10.12 (D) and Sec. 17.5 (C)(50)(e) regarding limits on local riparian buffer regulations; Sec. 19.4 (A), allowing Commissioners to initiate text amendment or general use rezonings by motion. Sec. 19.4 C (2), which adds “…or adequate description to define the area to be rezoned” to the zoning criteria; Sec. 19.9, regarding the requirements for Comprehensive Plan Consistency Statement; Sec. 19.11, regarding definition changes to “Conditional Use District”.
2. A Legislative Public Hearing request by the Chatham County Board of Commissioners to adopt revisions to the Chatham County Subdivision Regulations to reflectrecent legislative changes and recommendations by Planning Staff. These revisions include:Sec. 1.13, regarding changing the appeal process; Sec. 3.1 (B) (1) (2) (a) and (b) and Sec. 3.4, regarding changes to financial guarantee requirements; Sec. 4 (D), regarding a new “expedited review” classification for minor subdivision; Sec. 5.2 (B) (2), regarding a verb changes for “Mailed” and addition of time period requirement for notification of nearby property owners; Sec. 6.2 (B), regarding changing the development size threshold for environmental impact statements; Sec. 6.4 and 6.4 (B), regarding altering plat standards and General Statute reference; Sec. 7.1 (D), Sec. 7.4 (C) (1), and Sec. 7.7 (I), regarding limits on local riparian buffer regulations; Forms 16, 17, 18, 19, regarding adding lot numbers; Form 21, regarding adding a “Non-Building Lot” form.
3. A Legislative Public Hearing request by O’Mara Landscaping & Lawncare, Inc. to rezone 10 acres of the 31.89 acre tract from R-1 Residential to CD-CB Conditional District Community Business, identified as Parcel 2691, located at 4590 Mann’s Chapel Road, Baldwin Township for a landscaping and lawn care contractor’s business.

The Board of Commissioners will conduct a public hearing on Feb. 19, 2018 at 7 pm in the City Hall Courtroom located at 311 N. 2nd Ave.  Public hearings and Board discussion will be conducted on the following requests:
1. Development Engineering, Inc. requests a conditional use district rezoning to rezone 25.71 acres from A-R to R-MH-C.  The proposed conditional use is a mobile home park (32 existing & 31 new mobile home sites).  The subject property is located off of Hamp Stone Rd, Hyatt Ct, Santa Fe. Cir. and is identified as parcel # 13625;
2. Siler Solar, LLC proposes to rezone ~53.395 acres from A-R & L-I to L-I.  The subject property is located at 302 Siler Business Dr. and is identified as a portion of parcel # 16070 (excluding 0.789 acre currently zoned O-I-C);
3. Town of Siler City proposes text amendments to §170 Building Setback Requirements (pedestrian bridge, railroad, freeway).
